I would say that this is almost certainly the case. Of course, the separate volumes 2 and 3 of publication 249 were so different from the delightfully simple volume 1 that it's easy to mistake them for an entirely different publication. In any case, 229 wasn't available in the early 1960s, and its precision was overkill even for marine navigation ...never mind air navigation.
