A closer look at the error ellipse for the ISS at upper and lower limb Sun reveals not a +/- 16' but rather a +/- 3.5' nautical miles due to the close poximity of the ISS to the photographer. Likewise an error in azimuth of a 0.05' only results in a 0.25' error in position. So my error ellipse is 7 nm long and .5 nm wide for this challenge.
