Yes, you're right... it looks like that one is done. The location is a British sovereign territory with a fluid border to an EU member state. And it is't Ireland!
The photograph was taken near the eastern border of the Dhekelia Base UK sovereign zone on Cyprus. No observatory, by the way --just an amateur photographer. Both you and Antoine were certainly in the right area, and I don't think much more could be done with that photo without additional information. I do believe we could produce an interesting error ellipse though...
