You might consider using the Haversine formulas for your star reductions with traditional tables from Norie's or Bowditch as they would have done prior to pubs like 249 or 229. With this method, all the stars are available. You are not limited by the constraints of the 229 or 249 publications.

That's exactly what I was looking for ! The HO 249 explanation make sence to me because I want to do my flow of CelNav. exercises [ongoing from the 17th century till now] in a Traditional way at my desk with pencil/paper/charts and the many Pub.'s, no electronics involved, except for the checkup's.
