    Frank,

    You've made an emphasis on "always" word:

    Today, you can assume algebraic signs are well-known and treat dec and lat as positive if north and negative if south. Then calculate the difference dec-lat always and take the absolute value (meaning, if the result is negative, you drop the sign).

    Someone (like me, for example) could think you insist on that order: from the declination to subtract the latitude. Is that the case? I hope not - since the absolute value is still the same, but lat-dec is easier without a calculator.
