I don't see any mistake. The assumed latitude for Pub 229 in your example has to be 44°north (not 44° 30' north) therefore your intercept will be 30 NM away from 44° north and 73° 18.7' west . The LOP plots right through your actual position of 44° 30' N 73° 15' W.
A further exercise for you would be to try a reduce by ex-meridian since you are only 2° from local apparent noon (LAN).
