Pub. 249 vol. 2/3 Table 4 update?

Happy new year to everyone.
In a NavList post I read:
"the Table 4 of Pub 249 Vol. 2 and Vol. 3 has been officially updated for the years 2001 - 2036 Updated PDF versions of both publications are now available on the Maritime Safety Website:"

Does any of the gurus in this Forum know if there are any plans for Table 4 and Table 4.a of Pub. 249 vol. 2/3 to be updated? It’s been a decade since their last update.
Also, I failed finding any documentation on the inner workings of these tables and the argument “Orbit Time”. Does anyone have any idea if and how we could produce such tables ourselves?
