The only way to get Capella to work out is if the time is 3:15:54 UT(19:15:54 PST)
for 31 December 2013 UT ( 30 December 2013 PST)
Assumed Latitude = 35* N
Assumed Longitude = 119* 41.7' W = 29* LHA
Aries GHA = 148* 41.7'
Pub 249 Vol 1 intercept 34' toward
Double check your assumed latitude and longitude plot. I'm guessing that you used 119* W instead of 119* 41.7' for the LOP plot.

With a sight of Capella that has a GPS intercept of 0.6 mile, a pub 249 vol 1 reductio has a= 31 miles and the LOP misses the mark by 42 miles. Time 7-15-54, Hs51*23.0, DR Lon 119 5W Lat 35* 19.4. For Vol1 pub 249 entry I used LHA 29* & Lat 35 N.
