    I got the same problem having just discovered a very old Douglas protractor in my library. I found the instructions less than helpful. However, I believe the essential step is to actually draw a bearing line on the map and manoeuvre the protractor so it is lined up with the line ("the left edge") and the nearest meridian (or the grid).
