It's obviously been discussed a lot. I'm an active amateur (and have been to Howland on a DXpedition to Baker K1B, but I did an excursion).
I had a long talk with someone who'd done a lot of work, taking propogation into account, at a ham radio convention a number of years back, who convinced me he had some good points. It's been a while, I know a lot more now, largely thanks to this list, nor can I remember the details, unfortunately.
