    To me WWV & WWVH are not in the category of science toy or legacy program, they are in the category of disused backup.  We as a society don't NEED celnav or time broadcasts now.  But the Navy has just started teaching celnav again at the USNA because they realize that GPS is not invulnerable.  If there comes a time where the USN needs to start using celnav again for serious, they will need time broadcasts too unless the USN has already taken steps to diseminate time updates via someother means.  If the GPS system is unavailable for location services it is reasonable to assume it will be unavailable for time updates too.  It's not just the USN, it's also commercial ships and the USMM that will need a means of updating timepieces.

    You don't get rid of a backup system becasuse you are not using it, you get rid of it because you think you have a better backup system.  Currently I don't see a better backup, than CelNav which needs time updates.  In a couple years maybe LORAN  will be a going concern again, but it isn't currently so it's what we go.
