No it doesn't have to be at PV. A series of time sights can be taken and averaged as Frank eludes to. Averaging should improve recovered time to 4 seconds or so.
The closer the observation is to the PV just provides a better cut perpendicular to the latitude which should improve results just as when comparing two crossed LOP's. If there is any doubt about latitude then being closer to PV is best.
