On the issue of the sign of Lat and Dec (ie N+ and S-) it works well with a calculator since cos(x) = cos(-x). But Reeds sight reduction tabulations are formatted for positive arguments and the worked examples follow that principle. The user needs to be aware of signage whichever method is used. 6 of 1, half a dozen of the other, I suspect.
