I thought the same. Only reasons I could imagine for not dropping anchor was
1/ not possible safetywise (powerlines under water or similar)
2/ no anchor ready, odd in that weather and narrow passage to not have "emergency brake" ready
3/ nearly impossible to get anchor to catch (bare granite cliff bottom...) and therefore no use to try
