These threats are in the same category as "you can't fire me! I quit!". The US Congress has already ordered most of the changes that Russia is threatening. There are no serious consequences for GPS in this. As for GLONASS, the Russians have demonstrated their new-found incompetence twice in the past sixty days. TWICE in April, the GLONASS system was partially disabled by ground control human error. As Russian media noted, so what? By their own estimation GLONASS has insignificant market penetration. Many devices have access to it. Very few depend on it.
