Paul,
The tables take this into account but they are only made for 1960. One needs to revise them for proper motion using the current almanac, or ephemerides. (They use the stars which are not included in the Nautical almanac, for the evident reason: they wanted the 6 stars to represent all range of declinations, while "navigational stars" are those close to the ecliptic.)
