I posted the scan of the book here: https://www.math.purdue.edu/~eremenko/Pdf/Kondra/ The tables are at the end of file4. The stars used are 1. Beta Ursa Minor, 2. Epsilon Ursa Major (Aliot), 3. Capella, 4. Vega, 5. Alferaz, 6. Altair.
The columns of the Main table are labeled by months, which is natural since they take care of the aberration. The meaning of the last column is unclear to me. The entries of the refraction tables are h (altitude of the star) and phi (latitude).
The tables are referred to on p. 42 (file3). They do not explain what the columns of the main table mean.
Let me add that old Soviet books are not covered by copyright (Soviet Union was not a member of copyright convention until 1970s).
On the other subject, I share the opinion of Bill Morris on the upside down filters simply because of their shape. I never tried to invert them since this does not affect my observations.
