Yes, it would be nice, if you could find this paper. I can’t find in my files.
About technical progress I am not so pesimistic: only thanks to this progress I can access enormous quantity of information that would not be imaginable several decades ago. I can study N. Maskelynes original papers from Cambridge Univeristy Library without leaving home. I can learn from other experts. So many possibilties that were not available in the past.
Of course, the future is unclear. For example, AI alone may change things radically. And not in the best direction…
Thanks for sharing experience with your sextants. It was very interesting for me.
