It is a small book, only 69 pages. The tables we are discussing are Appendix 2. This appendix consists of the Main table which gives distances from Polar star to 6 stars. These distances are computed for 1960. And then for each of these 6 stars a table of corrections for refraction. The tables of correction has two entries: the latitude (=height of the Polar star) and height of the other star.
Are the distances (after correction) accurate? There is an annual variation in distance from star to star due to aberration. But perhaps the tables take that into account.
