Bill Morris recommends filing the fork on the telescope, which is the right way to go. But if you want something very quick to start with, you could apply a few layers of masking tape to shim the bottom parts of the telescope fork. A layer of 0.5 mm or so will tilt it a few degrees. You can check it with your ruler (or a sheet of paper or card stock, which are generally quite square and would offer a longer baseline on the sextant frame). It will give you a hint as to how much to file---sneak up on it slowly.
