I don't think I've ever seen his certificate. Alex I may have a certificate around somewhere, not sure. I am sure it would be in the "Free of the error for practical purposes" category or I would have remembered it and kept it available for reference. If I recall specs were +/- 20 arc seconds. In practice it is more consistent than I am ;-) Bill
