Which may mean that NZ, which depends on shipping and aviation for trade, could set up its own eLoran station. If other small countries did the same the world would have a navigation network that is independant of the USA, Russia, and China.
Come to think of it it will be the NZ national elections in a few weeks. There have been many election bribes but I cannot recall any political party promising an eLoran station (-; A new road or hospital brings votes; eLoran does not.
