There is a wealth of information about CHU and time keeping in Canada in the book "The Beginning of the Long Dash." Those who used to listen to CBC radio in the past will recognise the meaning of the title. The book is, apparently, still available:

I don't have time to relate all of the changes in the CHU broadcast format over the years, but voice announcements (as opposed to the earlier CW identifications) were added in December 1954. The format was "Dominion Observatory, Canada, Eastern Standard Time, fourteen hours, forty-five minutes." In English only. Shortwave radio aficianados will recall that WWV also formerly announced the time in EST.
