Yes, you would have to expand the longitude scale the same way. So, each bold, solid arc of the longitude scale would be a division of 1 nm. Each dotted arc would be a tenth of 1 nm. You would still draw the diagonal through the longitude scale to the same spot, regardless of the scale you choose.
Attached is a sheet set up for that scale at 40° latitude.
