Big mystery to me . Those manufacturers use the device measuring the arc correction, and this device is graduated in seconds. The person who measures the correction just writes what he sees. Which is natural. Once I was present during the procedure (with Freiberger). They sertified my SNO-T sextant, and the corrections are written in seconds, though both SNO-T and Freiberger sextant are graduated in minutes. The device they used looked very old. Alex.
