Sextant Issues for Atlanta's water supply

200 years ago, Georgia and Tennessee mapped their common border using handheld sextants and celelestial calculations. They positioned the border 1 nm south of where they intended...and the border so laid out became the legal one.
Now that Atlanta has outgrown its water supply, they are desperate to tap into the Tennessee River to drain it dry...which they would be able to do if the border was 1 nm north of where it is now. Apparently Georgia complains about the "mistake" in establishing the border, but Tennessee has no particular interest in revising it after all this time.
