    This is my sertificate issued by Freiberger:

    Cassens-Plath, as I said before, wrote "no error for practical purposes"
    The original SNO-T certificate which says +10" everywhere on the arc
    is of course pure nonsense which only shows that the person who filled
    it did not understand what s/he was doing.
    There is even a name and the signature of this person on the
    certificate:-)
    
    If they wrote 10" without + sign, I would ionterpret this as
    "at most 10" which would be roughly equivalent to the C-P
    statement.
