Basically, you fill them with black enamel paint
(after cleaning) and remove the excess as it starts drying, by rubbing over the
surface. The paint remains in the engraved areas. Jewelers do this to "reblack"
the numbers in watch bezels. Bowling ball and trophy shops do it to black in the
engravings in bowling balls (usually a name) and trophy plaques. It takes some
practice and works best with the "right" paints but there's nothing exotic about
it.
