I have tried a few dip short of the horizon sights in the past and got quite reasonable results. I note in your memo that you quote Bowditch 1977 in the references. Presumably this is because the formula given in Bowditch 2002 and 2019 is unnecessarily complicated. It involves an arctangent where none is needed. I submitted this when they were requesting comments for the 2019 but clearly they weren't really interesting in hearing from the hoi polloi.
