Each volume of 229 is essentially two tables. One is for the first half of the latitude range listed on the cover, and the other is for the second half. The division between the two is near the middle of the book. I think the reasoning for this format was that you are much more likely to be looking up a range of LHAs for a given latitude than the other way around. So this arrangement would be more efficient in that case. I understand that it may not be the most obvious or logical solution to eveyone, but it makes sense to me.
I have used 249, and I don't recall disliking the way it is arranged. And, btw, it seems that the U.S. version of 229 is identical to the U.K. version - because the data you mentioned is on the same page numbers in my copy.
