All the outer planets "orbit" the Earth slower than the Sun, which means (counter-intuitively), that their actual hourly motions always exceed the adopted hourly rate of 15° for the Sun and planets. So v is always positive. Think of it this way: if Mars didn't move at all, it would have the same hourly rate as Aries - 15°02.46' according to the Almanac. I'm expecting a question about Venus!...
