Eureka! Bill and Peter jogged my mind off-list, and I realized that I can "get the right answer" if I USE all the relevant information in the problem. Allowing for half-knot cross current (130d off course) while setting course, assuming no change in speed over water, makes for a 3 degree change in course, and increases the ETA by a little over an hour.
