Using MICA, "apparent geocentric equator of date," assuming a delta-T of 69.2 s:
The sun's declination is 0°00'00.00" at 01:04:26 UT1
The sun's RA is 12:00:00.000 (i.e. SHA = 180° to similar precision) at 01:03:34 UT1
Both would round to 01:04 UT
Note that, using the Nautical Almanac, the SHA of the sun at 01:03:34 UT comes out as 179°59.9'. The GHA entries for the sun are skewed slightly to avoid needing a v-correction; try the numbers in the Air Almanac instead for this.
