After a bit of reflection, I think I'll hedge my bet. Rather than being Thomson's "longitude scale", I suspect that this was yet another "invention" -- yet another attempt by Thomson to add a "scale," or what we know today as a "slide rule," to the process of clearing lunars. Nevertheless, it was apparently unsuccessful in the marketplace. Navigators liked tables and columns of numbers back then. Logarithms were not the enemy. :)
