Across from Portsmouth on the Isle of Wight in Cowes is the Classic Boat Museum with several of Offa Fox's boats. I don't remember any special emphasis on navigation - several yummy small classic wooden sailboats.:

Cowes is one of the major boating centers in England.

The 30 minute ferry ride is $24 round trip. Probably not a problem on vacation but locally considered excessive - especially for commuters.
