Everything you are saying is correct, but for that very reason astrologers had to convert LAT into mean time as long as people used it in their daily lifes for recording births, and so on (and the almanacs too). Nowadays, the EoT is only used for historical work. (Say, for instance, to re-work a historical horoskope. A notorious example is that for Wallenstein by Kepler, where the LAT - LMT conversion apparently was (is?) a source of confusion.)
I would guess that this is quite similar to the situation within the navigation community?
