Are the constants in the equation for calculating refraction set so that refraction is 0 at 10C/1010mb? If so they could also have been chosen to make it 0 for 15C/1013mb?
They can't be...refraction is an actual measurement of how much the atmosphere is bending light rays. 10C/1010mb has to cause NO additional bending of the light rays, not just a reference.
