i recently purchased StarPilot for my iPhone/ipad and have used it a bit for sun/star/planet LOP. I'm far from an expert but can offer some impressions.
the built-in almanac is good until the year 2100. Perhaps that is what you meant when asking about the "base data".
I have done sight reductions without cell or WiFi connections.
it works pretty well after you get used to it and think it is worth the $49.
