If they really say that (I did not check their wording), they don't mean it. What they mean to say is that there is no event of that sort because there is no corresponding transition across the twilight zenith distance on that day. (Obviously, for any given latitude that must happen at some longitude on any day where time between alike events exceeds 24 hours.)
