In my experience even if they do see you (by sight or radar), they are outside of shipping lanes, and you are the ROW vessel and on a collision course, the will do nothing. Not even a VF shout out. I have had to radio them, ask it they see us (yes), do they believe we are on a collision course (yes) and do they plan a change of course soon (no)? It was up to us to advise them of our planned evasive maneuvers. Law of tonnage!
