As you can see, in the diagrams, the Moon jumps around too much in azimuth for great accuracy in this situation, because your USNO Clone only gives Zn to the nearest 3'. Therefore, ensuring the distance between Sun and Moon's centres is greater than 32' would be the safest bet. In the example given, the Sun's LL is visible earlier than 18:25UT, but given the number of decimal places in the USNO Clone, can you risk specifying a more accurate time or judge visually that you’re really looking at the LL.
