    May I query Navigator’s quoted results compared with Astron?

    For 1898 Apr, HoE 0, Std T&P, and Sun’s Upper Limb, sunset at Greenwich, 51° 30’N 0° 00’W was 18:37 UT.

     At the same latitude, but at Altringham’s longitude, 2° 21’W, set was 18:46, as one would expect.

     At Altrincham’s more northerly latitude, 53° 23’N, at same longitude, set was 18:48, only a little later as not long past the equinox. That’s 11 minutes later, not Navigator’s 3.5.

    Indeed, at 20:40 UT, the Sun’s Hc was -16° 09’. Even if an unofficial daylight-saving time of 1 hour had been in force, Sun Hc would have been -08° 14’. Perhaps the cyclist and the magistrate drank in the same Altringham pub!
