    Mike, I guess that radial means part of a radius. So if you prolong BC and JH then their instersection will be the center of the 400 ft radius circle. But we don't know the locations of B, J and H, yet. So another approach is necessary: In order to provide a smooth transition at E, between two circle segments with a huge difference in radius, their radii have to be parallel. This requirement places the center of the large circle 400 ft due south of E, i.e. 180 ft south and 40 ft east of F. See attached sketch.
