I need to retract my answer that was north of the sun.
An observer at the Lat and Long I calculated would not see a peak in altitude but rather a minimum. He would have daylight all day. He would have a meridian transitabout that time but extremum would be going down and the time of meridian transit woun be the same time as the observer in the southern hemisphere. His longitude would be 180 away from tha observer.
