I can imagine the "permitting" that might become necessary for one to purchase a marine sextant. Likely, they would be available only from FSDL's (Federal Sextant Dealer Licensees) and then only after the most exhaustive of background checks on the purchaser, along with the doing up of all manner of forms. No "straw purchases" of sextants allowed. Who knows but that it might come to be easier to obtain a Pistol Carry License in NYC or in California, than it would be to purchase as sextant.
