The eclipse times of the satellites were published by European
observatories."
Because of their mutual perturbations, the eclipse times were only
approximately predictable in that era. In the Nautical Almanacs, the explanation notes
that one should use the times there for planning purposed only.
In any case, a whole observatory would not have been required, but other
observers at known longitudes --scattered over as large an area as possible so
that at least one has clear skies for each eclipse.
