Yes, that's a good question. Early navigation manuals, even from the beginning of the nineteenth century, commented on the delay of a day or two (which varies by region), and observant tide followers back then must have pondered the very same question! I expect that the difference, first of all, was below the reliability of the data in the period, and I also suspect that there were no common rules. You could go either way.
