The almanac for 25 September shows the Sun's declination as 1deg 16.4' S for 23h with a correction of +0.3 for 17m 12s. My handwritten notes show the correct value. Whether that is enough to account for the discrepancy in results is another matter, which I will ferret out when I have a little free time. I agree with George that using tables of logarithmic functions is a bit fussy, and a skill that one could probably improve with practice.
