I would list my time as UTC (or Zulu time ) and if needed for clarity say 1030 local or the like. I work out most of the sights that everyone posts and in order to look up the data I need UTC. New Zealand is unique as daylight time would put you in a different day so the need for +13. Sometimes hard for me to convert to the corect day and time.
