Time Zones

I just happened to look in a old World Atlas at a map giving the World Time
Zones. It was color coded with four colors for the time zones.
Standard Time Zone for even-numbered hours from Greenwich time.
Standard Time Zone for odd-numbered hours from Greenwich time.
Time varies from he standard time zone by half hour.
Time varies from he standard time zone by other than half hour.
My question is: Does these half hour time zones effect any type of
navigation... Land or Sea.
